word of mouth from friends or people you know. um the actual artist promoting themselves to try and get it so people know them. i dunno there are lots of ways

www.cdbaby.com It's all independent music. They have a pretty cool search function- you can type Tori Amos in the "Sounds Like" search box and they'll come up with a list of people you might like. Most of the artist pages have streaming audio or mp3s you can listen to as well. There was one guy I found who sounded a little like Jeff Buckley and I bought the CD - a week later I received an e-mail from him saying I was one of the first people to buy the album, thank you, thank you. So it's a pretty cool site all around.
